The Sovereign Stack in the Public Sector: STACKIT and Codesphere Establish a New Platform Standard

Bad Friedrichshall, June 10, 2026 – Schwarz Digits, the IT and digital division of the Schwarz Group, and the Karlsruhe-based software scale-up Codesphere are intensifying their strategic cooperation. The goal is to establish a sovereign and interoperable base infrastructure layer for the German public sector. By combining the cloud infrastructure of STACKIT—Schwarz Digits’ cloud provider—which is physically operated in Germany and Austria, with Codesphere’s vendor-neutral deployment technology, a highly secure alternative to global hyperscalers is created. 

Milestone within the ‘Deutschlandplattform’

By awarding the multi-cloud broker framework contract to Germany’s largest IT system house, Bechtle AG, GovTech Deutschland is laying the technical foundation for an interoperable multi-cloud environment. STACKIT provides a native European cloud infrastructure on which specialized administrative processes and modern AI applications can be operated in the future. Technological independence from non-European providers will sustainably strengthen the state’s digital sovereignty.

A key driver of the collaboration between Codesphere and STACKIT is the contract awarded in April 2026 for the central runtime component of the GovTech framework, with a contract volume of up to 30.8 million EUR, which Codesphere won together with the confidential computing specialist enclaive. This component forms the technical foundation for administrative and healthcare applications such as the Deutschlandplattform and MEDI:CUS across all levels of federalism. STACKIT is firmly anchored in this ecosystem as a sovereign infrastructure provider.
