In Service of Society: Federal Employment Agency and Baden-Württemberg Police Deepen Collaboration with Schwarz Digits

  • With STACKIT, Schwarz Digits provides a data-sovereign cloud for the public sector as a key component of critical infrastructure.
  • The Federal Employment Agency and the Baden-Württemberg Police are taking a significant step in their transformation towards their own digital sovereignty.
  • The partnerships will be deepened in areas including cloud, cyber security, communication and AI.

Neckarsulm, July 10, 2025 As part of the third Cloud X Summit at the Bildungscampus in Heilbronn, Schwarz Digits, the IT and digital division of the Schwarz Group, announced its deepened collaboration with the Federal Employment Agency and the Baden-Württemberg Police. The basis for providing all digital services is the company’s sovereign cloud STACKIT. The portfolio includes STACKIT and other Schwarz Digits brands, such as cyber security solutions from XM Cyber, the AI assistant PhariaAI from Aleph Alpha and the secure and sovereign messenger Wire.

The Data-Sovereign Cloud – Digital Foundation for the Public Sector

The public sector forms a principal component of a state’s critical infrastructure. The challenges facing public administration in digitalization are numerous: Citizens desire digital administrative processes, while the shortage of skilled workers affects the public sector. Additionally, there’s a digitalization backlog alongside an increase in administrative efforts. The consequence: administrative efficiency must increase. To protect critical infrastructure, all digitalization must be sovereign and secure. A sovereign cloud combines the advantages of modern technology with the high compliance and security requirements in the public sector.

“Fundamentally, the digitalization of administration at all levels must be sovereign and secure. The protection of our critical infrastructure is of the highest priority. Existing dependencies on non-European providers, which are subject to different jurisdictions, represent an immense risk,” says Bernie Wagner, Board member for Sales and Marketing at Schwarz Digits and CEO of STACKIT. “As part of risk diversification, cloud providers should rely on comprehensive disaster recovery measures and ideally offer these as a service. With its sovereign cloud, STACKIT attaches central importance to both the protection of critical infrastructure and comprehensive disaster recovery measures.”

For a Sovereign Digital Transformation

To enable future digital sovereignty for the Federal Employment Agency and the Baden-Württemberg Police, a first step involves migrating key on-premises IT systems, currently operated within the organizations' own facilities, to the cloud-based STACKIT solution. “Standardized and automated processes help us create the central prerequisites for a modern, efficient administration. STACKIT not only offers us the necessary data sovereignty but also the scalability to flexibly and most importantly, securely further develop digital innovations”, says Stefan Latuski, CIO of the Federal Employment Agency. The technology portfolio is broadly diversified. “With solutions like XM Cyber, potential cyberattacks are detected early and the security level is continuously increased. Additionally, AI-based applications are deployed to specifically relieve and support our employees in their daily work. In a time when resilience, flexibility and innovation increasingly determine operational capability, our approach serves as an example of how digital administration in Germany can be designed to be sovereign, scalable and future-oriented.”

The Performance of Our Executive Power Protects Lives

The efficient provision of information via a sovereign cloud also creates speed in processing internal agency procedures. The STACKIT Cloud adheres uncompromisingly to European and German data protection standards, thereby optimizing the handling of personal data. "To ensure that coexistence in our society is safe for everyone, it is indispensable to ensure that our security agencies function smoothly. The use of a sovereign cloud will make the Baden-Württemberg Police more efficient in the future and therefore ensure faster and more targeted crime fighting," states Thomas Berger, Chief of Police for technology, logistics and service of the Baden-Württemberg Police.
